Supervisory Human Resources Assistant (Information Systems)

The incumbent serves as Supervisory Human Resources Assistant (Information Systems) in the Human Resources Management Service and is to provide supervisory guidance and technical skill to the Processing and Records section. The incumbent must be thoroughly familiar with the Guide to Processing Personnel Actions, as well as OPM/VA/VHA rules and regulations pertaining to the type of personnel action being processed. Performs a number of clerical and other duties such as maintaining various files; answers correspondence relative to applicant employment inquiries, retrieves data for the preparation of various reports and briefings and assists in the preparation of those reports.

* Responsible for the maintenance and control of the electronic personnel records (eOPFs) and programs for VA Connecticut HealthCare System (VACT). Incumbent is designated as the Custodian for eOPF.

* Reviews all proficiency reports submitted by services and insures that overall ratings are properly recorded and coded.

* Performs clerical, assistant or technician level work in support of an automated personnel systems management function, HRSmart and DCPS.

* Reviews completed personnel actions received to ensure administrative requirements are met prior to processing.

* Codes and/or enters employee and/or position data into HRSmart and DCPS.

* Troubleshoots personnel action rejects from HRSmart and DCPS.

* Incumbent develops training manuals and SOPs for P&R staff to provide guidelines for coding actions.

* All other duties as assigned.

Work Schedule: Monday - Friday; 7:30am-4:00pm or 8:00am-4:30pm

* VA Connecticut Healthcare System was officially formed in 1995. We serve veterans in Connecticut and southern New England. The West Haven facility is a tertiary care facility classified as a Clinical Referral Level I Facility. It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology and a renowned research program. Comprehensive health care is provided through primary, acute, tertiary and long-term care in areas of medicine, surgery, psychiatry, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics and extended care. Newington is an ambulatory care center that provides primary and specialty care. In addition to our main campuses, we operate six community-based primary care centers throughout the state.

Specialized Experience:

GS-9 Do you have at least one year of specialized work experience equivalent to at least the GS-7 level in the Federal service that included: providing supervisory guidance and technical skill to the Processing and Records Section; knowledge of the Guide to Processing Personnel Actions; knowledge of basic Human Resources activities such as implementing and maintaining electronic records file; handling and protecting confidential record data; knowledge of OPM/VA rules, regulations and procedures covering the processing of all types of personnel actions for Title 5, Title 38, Hybrid and NAF personnel; knowledge of automated based systems, such as PAID and/or HRSmart, to process actions, resolve problems; assisting employees in administrative functions to process application and forms for routine benefits transactions; ability to train employees on all entitlement programs, such as Health and Life Insurance, Thrift Saving Plan, and Types of Retirement Plan.

You will be rated on the following Knowledge, Skills, and Abilities (KSAs) based on your application for this position:

1. Knowledge of the HRSmart and DCPS systems as well as VA Personnel/Payroll regulations.

2. Knowledge and ability to provide clear, concise and detailed written/oral communications regarding problems encountered and solutions recommended for interactions between HRSmart and DCPS.

3. Knowledge and ability to apply analytical methods and other investigative techniques to the analysis of HRSmart/DCPS interactivity problems.

4. Knowledge of use of personal computers in order to use a variety of software such as spreadsheets, word processing, WebHR, Pyramid and HRSmart.

5. Knowledge of fundamental human resources management methods, principles and practices; and standardized analytical and evaluative methods and techniques sufficient to advise on and resolve moderately complex factual, procedural and/or recurring issues.
