Job Description:

Position Summary: Develop and administer agency's staffing, wage and salary, employee benefit, labor relations and Human Resource policy programs. Provide Human Resource consultation, advice and services to Directors and all other agency staff. Advise, make recommendations to, and assist the COO, CFO, and CEO in the development of basic objectives, plans, policies and procedures for the functions assigned to the Human Resources Department. Position Responsibilities: Directs the services for staffing (recruitment, selection and placement, transfer, promotion and termination) of all agency employees. Insures that applicants for all positions are screened, tested, and that recommended candidates are subsequently interviewed by appropriate directors, or designees. Develops an adequate salary evaluation program and comprehensive employee benefit program that will provide compensation and uniformity of application. Establishes and maintains adequate records and statistical data necessary to administer the Wage and Salary Program and uses data to apprise management of present and proposed program. Works with all levels of supervision in order to properly evaluate and recommend solutions to problems pertaining to the Wage and Salary Program, policies, procedures and control. Prepares budget estimates concerning the cost of alternative adjustments to the overall salary program. Maintains adequate survey information pertaining to salary payment levels and compensation practices of representative outside agencies and based on this information makes necessary studies, analyses, and recommends changes to the Executive Director and Fiscal Director. Administers the group medical insurances, statutory insurances, pension and retirement plans. Periodically analyzes, evaluates and recommends the improvement of existing plans to ensure maximum returns for given premium expenditures. Maintains necessary contacts with insurance carriers and representatives to the extent required for effective execution of plans. Determines the need, formulates and continually evaluates the adequacy and fairness of the agency's personnel practices covering various conditions and rules of employment as they are expressed in the Personnel Policy Manual and amends those policies as required. Issues the Human Resource Handbook for all employees covering conditions of employment, including hours of work, vacations, leaves of absence, retirement, handling of grievances, and other such conditions. Create and update as necessary a series of monthly reports that capture status and trends of HR staffing. Create and update as necessary a comprehensive appraisal policy that can be referenced by managers to assist in the completion of annual appraisals. Develop a training curriculum with materials for managers in the annual process of goal setting, supervision, and evaluation of staff with Agency Pay for Performance Appraisal System. Essential skills, experience, licensure, certification: MBA/MPA/MSW required The ability to plan and prioritize effectively, manages multiple projects, and meets demands and deadlines.
