As an IT Architecture Consultant, you will be working in our State & Federal Government Healthcare market sector. You will be responsible for hardware and software solution engineering, selection, sizing and configuration, as well as related work with internal and cloud hosting providers. You will help define, maintain and support our strategy, offerings and delivery execution as they relate to Health Information Technology solutions. You will also be responsible for provisioning of support to the sales and delivery teams.

Primary responsibilities:

* Identify business needs for the public sector clients in the (CMS) Medicaid and/or Health & Human Services space
* Provide expertise in Data Warehousing, Data Mart and Business Intelligence Solutions and related implementations and operations for states and/or the federal government
* Assist in or lead efforts to develop solutions and solution strategies and related business plans, budgets, sales collateral and other related materials
* Assist in or lead efforts to manage the Knowledge Management efforts working with solutions and delivery team to harvest and contribute to the HIT Intellectual Property Library
* Assist in and/or lead efforts to manage the Solution opportunity pipeline, position solution along with sales team and support pre-sales efforts through the opportunity lifecycle for the solution
* Assist in or lead efforts to prepare/maintain competitive analysis work to identify key client pain points, value proposition and differentiators that can be used to advice/influence key stakeholders and be included in the RFP
* Participate in developing win themes and ghosting strategies as part of pre-selling process
* Lead the response to RFIs or requests for white papers during the presales phase
* Lead and or assist in the development of solution strategies, approaches, architecture, products and related responses to RFPs. Lead and/or assist in managing all proposal efforts to insure that the proposed solution is in alignment with Optum strategy and the customer requirements
* Assist in and/or lead the design of the overall HIT solution for prospects based on known customer requirements and preferences
* Liaise and negotiate within Optum for solution components and identify key external partners
* Assist in and/or lead the development of proposal text and graphics
* Work closely with the project teams providing them with Medicaid or Health & Human Services-related Data Warehousing/Business Intelligence and other Health Information Technology expertise needed for particular projects
* Identify, develop and maintain relationships with vendors, partners, prime contractors and subcontractors in the Health Information Technology space
* Act as a liaison between users and the project teams
* Participate in sales calls and presentations
* Conduct presentations and demonstrations for key clients
* Attend industry conferences and trade shows
* Write strong business proposals to assist sales with key ROI information
* Develop pioneering approaches to emerging industry trends
* Work closely with other IT or business-side resources to understand customer needs and to develop product roadmaps

Required Qualifications:

* 5+ years of experience in solution design of architecture focusing on hardware and software selection, sizing and configurations
* 5+ years working with data center hosting and cloud hosting providers
* 5+ years of experience managing a technical project lifecycle from the conception of a business problem through the development of a solution
* 3+ years of hands-on Data Warehousing/Business Intelligence experience in the areas of solution definition, engineering and delivery
* 5+ years of experience leading matrixed teams using exceptional judgment and decision making
* 3+ years of experience in proposal development
* 3+ years of experience creating and delivering presentations
* Bachelor's degree or equivalent professional experience
* Ability to travel as necessary

Preferred Qualifications:

* Experience with CMS Medicaid or healthcare subject matter expertise
* Federal or state Healthcare Government experience
* Experience in identifying, developing and maintaining relationships with technical vendors, partners, prime contractors and subcontractors in the Data Warehousing, Business Intelligence and/or other Health Information Technology space
* Hands on knowledge/ experience with Cognos, Business Objects, and MicroStrategy
* Significant experience in healthcare related advanced analytics
* Experience designing, architecting, engineering and delivering implementation solutions preferably in the Health Information Technology space.
* Experience with proposal development for government healthcare-related solutions
* Systems integration experience
* Excellent communication and presentation skills addressing both internal and external audiences
