Supervisory Inventory Management Specialist

The incumbent serves as the manager of consumable medical supplies used in the healthcare system, as well as the micro-purchase. The incumbent provides leadership and oversight to the Inventory Management program and is responsible for the data integrity with the Generic Inventory Package (GIP) or successor system. The incumbent is responsible for providing support to the Facility Chief Logistics Officer and other Logistics management officials with the planning, directing, and managing of a total supply management program designed to furnish Connecticut VA Health Care System with medical, facility, pandemic, and environmental supplies; equipment, instrumentation and services required to carry out their mission. The incumbent is considered the technical expert and has the technical skills to address all problems or concerns that may occur.

* Supervises and monitors Director's Performance Monitors for the Inventory Management and Generic Inventory Package (GIP) programs. The Inventory Management Division provides services for assigned classes of supply to support the supply mission.

* Incumbent supervises a diverse group of employees who perform the various daily logistics, clerical, administrative, and technical work of the Inventory Management Division.

* Incumbent is responsible for making improvements required by changing functions, workflow, work simplification and working conditions. Develops plan to handle changes in workload, recommend staffing changes deemed essential to the daily operations, utilizing workload statistics and other data to support need, and coordinates changes and problems affecting other units within the facility.

* As a supervisor and a part of the Logistics management team he/she is a part of the employee's recruitment and retention process for the Service. He/she will review lists of candidates and recommends promotions, reassignment, and other status changes of assigned employees.

* Incumbent serves as technical advisor and consultant on Supply Chain Management activities to ensure the medical center receives the required items and the best value.

* Incumbent Collects data and facts and prepares written correspondence to management, VA Central Office, NAC, VISN, etc., suggesting policy revisions and/or requesting deviation authority.

* Incumbent performs service level audits of the various areas of Logistics Service, according to the established checklists.

* Incumbent is an Approving Official and ensures that cardholders adhere to the procurement requirements. He/She must ensure that cardholders conduct required market research to initiate the procurement action utilizing the business targeted by the socioeconomic goal categories with special emphasis on veterans-owned small businesses and service-disabled veterans opened businesses.

* The incumbent is responsible for directing and managing operating storage, warehousing, and related activities, including, but not limited to, the actual physical receipt, chain of custody, and maintenance while in storage, stock selection, issuing, distribution, control of items within the distribution system and source of supply.

* The Incumbent is responsible for compliance with public laws that relate to logistics and is the Medical Center's Accountable Officer in absence of the FLCO.

* VA Connecticut Healthcare System was officially formed in 1995. We serve veterans in Connecticut and southern New England. The West Haven facility is a tertiary care facility classified as a Clinical Referral Level I Facility. It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology and a renowned research program. Comprehensive health care is provided through primary, acute, tertiary and long-term care in areas of medicine, surgery, psychiatry, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics and extended care. Newington is an ambulatory care center that provides primary and specialty care. In addition to our main campuses, we operate six community-based primary care centers throughout the state.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Specialized Experience: "Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

(1) year of specialized experience in medical inventory management that includes: knowledge of personal property management to include acquisition/ordering. warehousing and inventory management; in-depth knowledge of state of the art medical equipment; forecasting and controlling overall expenditures; implementing information/data systems related to supply/logistics; Reconciling perpetual inventories and fund control points; obtaining a wide variety of medical. surgical. administrative and technical supplies/equipment; analyzing and evaluating the efficiency of the supply program; knowledge of commercial supply sources and common business practices with respect to sales. prices, discounts, deliveries. stocks and shipment; applying open market purchase procedures;


Three full years of progressively higher level graduate education leading to such a degree in a related field that demonstrates the knowledge, skills and abilities necessary to do this position?


One-year of full graduate education is considered to the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the year of full-time study requirement.
