United Bank is currently seeking a Benefits Specialist to join our dynamic Human Resources Staff. Incumbent will be responsible for semi-complex to complex administrative position providing coordination of benefit services to all employees, with a focus on providing exceptional service to internal customers; responsible for the coordination and delivery of education to employees on the value of the Bank's benefits package, including health and welfare benefits and qualified retirement plans; ensuring proper enrollment, assisting with issues and maintaining compliance with all components of the Patient Protection and Affordable Care Act.


Benefit Administration

* Responsible for the overall administration of the benefits package offered to United Bank employees, including health, dental, vision, HSA/FSA, PTO and ancillary benefits, and assists with day-to-day administration of the company's qualified plans.

* Coordinates the delivery of benefit materials, written and verbal, to newly eligible employees, including the participation in the onboarding process by providing a high level overview of the benefits package at New Employee Orientation, small group presentation or one-on-one.

* Prepares and maintains written materials to guide employees through benefit enrollment using Ultipro, working closely with the HR Team members to ensure accurate and complete instructions.

* Responds to employee inquiries about benefits, including but not limited to, eligibility, coverage details, changes and issues, claims processing errors, HSA account maintenance and eligible expenses.

* Assists in the evaluation of services, coverage and options available through vendors, carriers and third party administrators to assure that United Bank's programs meet the needs of the staff in a cost-effective manner, and recommends changes to management.

* Coordinates the open enrollment communication campaign, including the scheduling of presentations, materials, programs, to ensure the employee population is well informed of their benefit options.

* Interacts with and is primary contact for health & welfare plan administrators to ensure quality service to the group and to employees.

* Responds to employee questions concerning FMLA, STD/LTD and COBRA; manages the outsourcing relationship with third party administrators, ensuring appropriate interface, records, tracking and works with Payroll to ensure proper payment of benefits is made.

* Administers the workers' compensation programs; submits injury reports to the carrier, ensures proper handling of the claims process by communicating regularly with carrier representatives, employees and management; submits required regulatory reporting.

* Responsible for the administration of voluntary benefits programs designed by United Bank to insure employees against loss of income due to illness, injury or retirement, as well as all ancillary benefit programs such as educational assistance, wellness programs and other benefit programs as identified by management.

* Reviews each carrier invoice for accuracy; prepares invoices for payment by allocating expenses to the appropriate cost center for processing by Finance.

* Reconciles bank accounts used in HR for benefit purposes on a required basis; includes regular monitor and processing of accounts used for self-funded status and retiree premium payments.

* Work closely with Wellness Committee to implement, communicate and administer wellness programs for the organization.

* Completes vendor management program requirements as necessary for all benefit-related vendors.

* Work closely with HR Team members as necessary to maintain carrier feeds; if necessary, responsible for the manual administration of employee benefit participation using carrier websites.

* Provides support to management for the administration of the United Bank 401k Plan and legacy defined benefit plans, including providing critical enrollment and eligibility information and instructions to employees, in both a written and verbal format.

* May provide assistance to HR management in compensation data analysis and incentive plan organization.


* Responsible for maintaining compliance (ACA, HIPAA, COBRA, FMLA, ERISA, etc.) with all qualified benefits plans, including health and welfare and retirement.

* Conducts and assists in various audits, including initial and ongoing employee dependent audit, SOX audits, internal/external audits, qualified plan audits.

* Assists in the coordination of timely completion of Forms 5500 by appropriate vendors.

* Working with vendors/brokers, is responsible for ensuring compliance with the Affordable Care Act information reporting, submitting PCORI fees and Transition Reinsurance fees, etc.

* Keeps information secure and confidential. Maintains all benefit files, both electronic and hardcopy.

* Assures company compliance with provisions of Employee Retirement Income Security Act. Supervises preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies. Reviews and analyzes changes to state and federal laws pertaining to benefits, and reports necessary or suggested changes to management. Coordinates company benefits with government sponsored programs.


* Coordinates meetings of the Self Insurance Committee and maintains minutes and other related documentation

* Answers employee inquiries on routine Human Resources issues and answers external inquiries from agencies, sales agents and other employers.

* May process correspondence, files, records and minutes and perform other specific duties for the HR Department, as necessary.

* Obtains additional information as needed to complete reports on sensitive or special staff or management communications.

* Performs regular clerical duties as needed including creating meeting agendas, performing mailings, creating spreadsheets, word processing documents and providing telephone support.


All employees are subject to the requirements of the United Bank BSA Program. An employee's role with United Bank determines which parts of the program apply. However, all employees are responsible for reporting suspicious activity identified in the course of their work, and all employees are responsible for the timely completion of mandatory compliance training assigned, such as BSA and OFAC.

Assists and collaborates with the VP, HR Officer and other members of Human Resources to provide superior customer service to internal customers and may work on other special employee initiatives as assigned.

The above duties may not be all-inclusive. The incumbent may be asked or required to perform other work as time and abilities allow.


Judgement: Work is performed under the primary supervision of the Vice President in accordance and compliance with Bank employment policies and procedures, with related Plan documents and with governmental regulations, requiring judgment and initiative in processing a variety of employee-related functions and in assisting management to ensure effective human resource administration.

Complexity: Work involves a variety of administrative and some clerical functions including, but not limited to, benefit administration, records maintenance, and office procedural matters, requiring alertness to compliance issues, intelligent prioritizing of assignments, and responsiveness to employees' questions and needs.

Impact of Errors: Errors in processing benefits and employee data base information may be detected in succeeding operations, but negligence in the observance of appropriate compliance issues may be difficult to detect and may result in expense to the Bank and could significantly impact employee relations.

Interpersonal Relationships: Work involves frequent contacts with a variety of people, including prospective and current employees at all levels, auditors, brokers and vendors, requiring diplomacy, friendliness, and a strict sense of confidentiality.

Supervisory Responsibilities: Work does not involve any supervisory responsibilities.


Education: Associates Degree, preferably in Business/Human Resources.

Experience: One to three years of experience in fast paced administrative role; prior human resources a plus; or Bachelor's Degree, preferably in Business/Human Resources.

Knowledge, Abilities, and Skills: Working knowledge of the principles of benefit administration, group health and welfare plans, including applicable laws and regulations, and confidential computerized records maintenance and enrollment. Working knowledge of banking policies, procedures, and operations. Computer literacy. Ability to interact well with all levels of employees in person, by phone and by email. A high degree of discretion and confidentiality. Articulate in reading and writing skills and in speaking clearly in English.

Physical Requirements: Mobility to move throughout the Bank building and to travel to other Bank locations as necessary. Ability to communicate clearly. Eyesight and hearing at a level that does not interfere with adequate communication and work assignments. Ability to move files and to spend considerable focused time on a computer. Must be able to spend long periods of time concentrating.
