General Description of the Position: The person in this position will manage and perform the recruitment and screening of all applicants for employment. This person will also refer prospective applicants to the appropriate manager for consideration of employment and be responsible for correspondence and documentation of the employment process. Other responsibilities include supervision of Administrative Assistants, benefits administration, employee relations. This position will function according to the policies established by the CCARC, Inc. Board of Directors. Essential Responsibilities: Proactively manage agency staffing to minimize number and duration of vacancies, reduce overtime expenses, and maintain high staffing levels. Recruit qualified applicants for all positions within the agency through internal postings, CT State Labor Department, advertising, trade organizations, university or college job placement offices or other referral source. Screen and interview potential candidates and refer to the appropriate manager for consideration for employment within established timeframes. Complete and maintain all necessary correspondence and documentation of the employment process i.e.: offer letters, rejection letters, personnel file set up and/or updating, tracking systems, etc. Be informed of the State of Connecticut and Federal labor laws regarding employment. Be informed of CCARC's Equal Opportunity Employment and Affirmative Action policy and raise any concerns regarding compliance to Chief Operating Officer. Maintain confidentiality of all personnel related files, documents, and information. Manage employee benefits programs. Supervise Human Resources Assistants/Receptionist and ensure the efficient operation of clerical and reception duties. Coordinate New Employee Training including distribution of training tracking. Chairperson of the Human Resources Committee Complete government required filings as assigned. Keep the Chief Operating Office informed of any changes or deviations from current established procedures or need for modifications concerning any of the above areas of operation and activity. To assume any other responsibilities assigned by the Chief Operating Officer Other Related Responsibilities: Attend all required agency staff meetings and/or in-service trainings. Cooperatively work with agency's managers and directors on employment needs. Provide information/assistance to employees on human resource issues. Cooperative, versatile team member providing assistance to other areas of the department as requested. Oversee the med certification process for staff.
