**Role Summary**

Provides legal counsel and support regardinghighly complex federal health care and insurance laws and regulations and worksclosely with corporate and departmental leadership in achieving the company'sbusiness objectives in compliance with legal and regulatory requirementsgoverning the business\. The ideal candidate must understand the law and how itrelates to the businesses, have a collaborative approach to problem\-solving andprovide solution\-based advice\. Strong analytical, communication and drafting skillsare a must\. Must effectively develop and manage relationships with businessclients and business partners in aculture of compliance\.

As amember of the U\.S\. Business Law team advising Cigna's HealthSpring MedicarePart D Plan:

+ Ideal candidate will be a partner with the business; identify issues, build a framework for proactive, creative solutions
+ Provides proactive and strategic legal advice and counsel on issues related to Medicare Part D Prescription Drug Plan\.
+ Advises on Medicare laws, CMS regulations and guidance, anti\-kickback laws, False Claims Act, and other health care fraud and abuse laws\.
+ Works collaboratively with Chief Medicare Compliance Officer, Cigna Pharmacy Management and Cigna Legal colleagues, Cigna Government Affairs, and others to advance the Company's objectives for its Medicare Part D Prescription Drug Plan line of business\.
+ Obtains and leverages a deep understanding of the Company's Medicare Part D Prescription Drug Plan line of business, including its applicable delegation arrangements, to identify legal issues, propose solutions and mitigate risk\.
+ Leader: Maintains an up\-to\-date understanding of, and proactively counsel the business on, all significant legal and business external developments potentially affecting the Company's legal, regulatory and reputational risks with respect to its Medicare Part D Prescription Drug Plan business, including proposed and issued CMS regulations and sub\-regulatory guidance, the OIG annual work plan, and relevant court filings and decisions\.
+ Collaborates with the compliance team on how the emerging issues may impact the Medicare Part D business\. Participates in relevant trade association's legal work groups with respect to proposed changes in Medicare Part D Prescription Drug Plan laws and regulations\. Provides legal counsel to, the Company's Medicare Compliance Committee with respect to Medicare Part D Prescription Drug Plan matters\.
+ Ensures that template forms for contracts with manufacturers, pharmacies and other vendors with respect to the Medicare Part D Prescription Drug Plan line of business are compliant with the latest regulations, advances the Company's interests, and mitigates legal risk\.
+ Assists the business teams with negotiating and drafting key provisions in contracts with manufacturers, pharmacies and others with respect to the Medicare Part D Prescription Drug Plan line of business, while leveraging template contract forms and supporting the business's contracting teams\.
+ Provides legal analytical support to the Medicare Chief Compliance Officer on CMS audits of the Company's Medicare Part D Prescription Drug Plan line of business\. Collaborates with the compliance team on the implementation or operation of process changes to ensure compliance with applicable regulations\.
+ Keeps informed regarding pending legal changes, trends, and best practices and assesses the potential impact of these changes on organizational processes\.


+ Law degree from an accredited law school; at least 8 years corporate legal department or law firm experience\.
+ JD and Bar membership\.
+ Federal healthcare programs legal and regulatory experience required; Knowledge of healthcare industry and Medicare Part D and Medicare Advantage strongly preferred\.
+ Ability to work with a high degree of independence and provide leadership on Medicare pharmacy legal issues\.
+ This position requires a customer\-focused and creative approach to problem solving and the ability to efficiently manage a substantial number of issues\.
+ Ability to address federal and state regulatory issues from a policy and strategy perspective\.
+ An innovative and strategic approach to complex contracts as well as strong drafting and negotiating skills\.
+ Exceptional track record of strong partnership and collaboration, influential leadership, and process management\.
+ Strong time\-management skills\.
+ Strong verbal and written communication skills; strong people skills\.
+ Demonstrated good judgment and willingness to take on difficult projects\.
+ Strong experience in measuring and analyzing process as well as results to identify opportunities for improvement\.
+ Strong ability to maneuver through business barriers to facilitate solutions\.
+ Ability to work more than 40 hours per week and occasional travel\.
