Job Summary

Assists the Chief in any and all duties that may be assigned or delegated to implement services, activities and projects designed to meet the needs of a variety of stakeholders including the CEO, Program Directors, providers, clients, and community representatives. Regularly required to solve complex administrative problems independently and to take the initiative to perform tasks that are diverse and multifaceted.

Serves as the chief administrative aid to the chief which includes oversight of special projects, as assigned. Works directly with Program Directors to research and resolve issues and concerns.

Essential Duties and Responsibilities

* Handles confidential information that could have immediate negative impact on the department, its operations, performance, or the many and diverse stakeholders it serves, if shared beyond its intended audience

* Demonstrates a high degree of professionalism, initiative and independence in supporting the Chief's office on a wide variety of complex issues

* Establishes and maintains effective working relationships with the BH staff, patients, external stakeholders and the Office of the CEO.

* Assists the Chief's in the timely management of all communication, both written and oral, via telephone, e-mail and voice-mail with a variety of stakeholders; composes letters and statements independently requiring interpretation and application of CS-HHC's policies, rules and regulations, and monitors the responses.

* Responds to inquiries in Director's absence.

* Attends meetings at the regional and State level as assigned by the Director

* Participates in CS-HHC meetings and committees as assigned

* Oversees Special Projects as assigned by the Director

* Supervises and evaluates assigned personnel in the performance of their required duties. Provides appropriate feedback and conducts timely, fair and accurate performance reviews.

* Delegates responsibility and anticipates work flow, progress and estimated dates of completion

* Communicates expectations and sets goals for accomplishment.

* Identifies strengths and weaknesses of support staff, sets performance improvement standards, and utilizes staff in most efficient manner.

* Works directly with Program Managers on credentialing, coding, billing, authorization, reports/queries, insurance coverage, and legislative trends in fee-for-service payment and grant funding.

* Runs reports, manages databases and acts as a liaison to other CS-HHC departments and community agencies on behalf of the chief.

* Ensures systems are maintained to track BH provider and facility credentialing and re-credentialing by provider, by location and by type of service.

* Provides input regarding acquisition of contracts with carriers, contracted fee schedules as well as covered services.

* Understands the relationship between registration-authorization-clinical service-coding-documentation-billing-remittance advice-claim resolution components of the billing cycle.

* Reports trends in payment, department level staff strengths and deficiencies to Program Directors and chiefs.

* Establishes relationships with key claims, contracting and credentialing personnel within the insurance carrier companies.

* Works with the Patient Account Department, Registration and CS-HHC Credentialing personnel to ensure BH adoption of uniform CS-HHC procedures.

* Works with CS-HHC consultants/staff to create reports as needed. Disseminates information as requested by the Chiefs

* Assists in the administrative and office functions of the Divisions and Support Team Office.

* Assists in preparation of position control, budget development and preparation and grant applications/re-applications as requested by the Director.

* Participates in CS-HHC Performance Improvement initiatives.

* Provides assistance during periods of agency need and accept new assignments.

* Performs all other duties as assigned by the Chiefs.

Essential and Demonstrated Skills and Abilities:

* Ability to act independently, to display discretion and confidentiality, to exercise good judgment, and to take the initiative in the research and development of special projects.

* Ability to maintain good working relationships with colleagues, other departments, the Office of the chief Executive and other agencies.

* Ability to work with multidisciplinary clinical and managerial teams on behalf of the Director.

* Ability to manage projects independently and to solve problems.

* Ability to navigate CS-HHC electronic systems (e.g. AS400, SRS).

* Ability to create and manage data bases and run reports/queries.


Education: Minimum of an Associate's Degree is required.

Experience: Minimum of five (5) years related experience in a healthcare environment. Supervisory experience preferred. Insurance and billing experience preferred.

Knowledge: Awareness of and demonstration of cultural competence and age specific/population specific competence in area(s) of assignment.

Travel within the State of Connecticut is required on an as needed basis with occasional travel outside the state as required by the Chief of Behavioral Health.
